Pylon Racing Rules: Updated

Thanks to the efforts of Paul Geders, we have updated the Pylon Racing rules to include the new Uproar Class. I know of at least 4 of these beasts that have been built so we should see some close racing. Depending on how they compete we may toss them in with the 4-Stars. The rules are below.
